Ok i have a few questions concerning an ip, now first of im not trying to hack anyone its complicated to explain. But i think i know there ip but it ends in Tampa.res.rr.com which would mean the ISP is Roadrunner but when i talk to the owner he says he has verizon which brings up the thought i have the wrong Ip. I have looked up the ip on various locator’s and it goes to where he lives but this could also mean that’s just the place where the ISP is located so my question is now how do you tell if an ip is a personal one (like for someones actual home) or that of an ISP. The ip is 70.126.194.61 im putting it up because it basically is impossible to know exactly whos it is.
And one last question which i know the answer for just confirming. I have his details like address state country phone zip which were given to me how can i confirm its his ip?

You are not going to be able to get this person’s IP covertly. However, you can call the person and have them browse to whatismyip.com which will give you their current public IP address.
You see, ISPs provide dynamic addresses to their customers so the IP can change from day to day. This is extremely confidential information and they will not share it with anyone but the federal government.
Even then it would require the request to be escalated to their senior engineers who would have to spend significant time parsing log files.
